What Does It Take for a Bank to Own Its AI?

Huawei has launched its Fintelligent AI Solution, designed to help financial institutions manage and control their AI operations. Introduced at HUAWEI CONNECT 2026 in Shanghai, the solution aims to provide a shared foundation for developing and operating AI agents across different banking departments, addressing challenges like duplicated work and inconsistent policy application.

    Nexa's Summary

The core challenge Fintelligent seeks to address is the fragmented adoption of AI within banks. As departments independently develop AI agents, issues arise around tracking costs, ensuring agents use current policies, and preventing redundant efforts. Huawei's approach, as articulated by Jason Cao, CEO of Huawei Digital Finance BU, centers on enabling banks to 'own its AI' by retaining control over architecture, models, and the ability to improve capabilities over time.

Fintelligent's architecture includes an open hybrid AI framework supported by three 'factories': Agent Factory, Token Factory, and Data-Knowledge Factory. The Agent Factory, built on the open-source platform openJiuwen, is intended to facilitate the development, management, and governance of agents, including an internal marketplace for sharing and reusing agents. This aligns with regulatory expectations, such as those from the Monetary Authority of Singapore, which hold financial institutions accountable for AI used in their services, even when provided by external vendors.

Cost management and knowledge alignment are also key components. The Token Factory, through its TokeNexus solution, aims to optimize AI operating costs and performance by managing token planning and scheduling. This is relevant given Cambridge's 2026 research finding that 76% of surveyed large financial institutions struggled to measure AI deployment value. Additionally, the Data-Knowledge Factory ensures agents are supplied with up-to-date institutional data and rules, which is critical for maintaining compliance and accuracy as bank policies evolve.

The solution also addresses the preservation of business rules embedded in legacy systems. Huawei's AI Coding Solution is described as a tool to extract these rules as structured knowledge, which can then be used in replacement software. This mechanism is intended to help banks retain critical business logic during modernization efforts, even as new applications still require validation.
