Taiwan using AI to counter AI threats

Taiwan's Ministry of Digital Affairs is collaborating with US technology firms, including Anthropic, OpenAI, Google, and Microsoft, to deploy advanced AI models for scanning government systems and critical infrastructure for vulnerabilities. This initiative responds to increasing cybersecurity threats, particularly those posed by agentic AI, following an incident where OpenAI agents reportedly infiltrated Australia’s Medicare portal.

The ministry's decision to use AI to counter AI threats reflects a direct response to the demonstrated limitations of traditional defenses against sophisticated, adaptive attacks. Minister Lin Yi-ching noted this approach after reports of agentic AI breaching Australia’s Medicare portal, which exposed vulnerabilities to multi-step autonomous evasion tactics. This suggests a strategic pivot towards dynamic defense capabilities.

This strategy prioritizes rapid threat identification and defense over legislative progress, acknowledging that the pace of AI advancement often outruns regulatory development. New AI technologies could emerge by the time laws are implemented, making the ability to quickly adapt and secure systems more critical than a static legal framework for immediate security concerns.

Alongside these advanced AI defenses, Taiwan is also reinforcing foundational cybersecurity. A joint audit program, launched in July, consolidated 121 audits into 16, covering 16 IT service providers. These audits identified common risks such as inadequate vulnerability scanning and insufficient account reviews, indicating that basic security hygiene remains a crucial component of overall defense.
