Singapore Urges UN to Explore Framework for AI Safeguards
Singapore’s Foreign Minister Vivian Balakrishnan called for a United Nations framework convention on AI safeguards on September 26. He urged countries to develop common methods for assessing AI risks and testing models. Balakrishnan warned that autonomous systems could act beyond human control. Balakrishnan explicitly stated that any international approach should include countries without the most advanced AI models. This directly benefits nations like Vietnam and Thailand, which are developing AI capabilities but lack the regulatory infrastructure of larger players. Singapore’s offer to share its governance frameworks and testing tools provides a concrete starting point for regional collaboration.
The thing to watch is whether major AI developers in China and South Korea engage meaningfully with this UN-led discussion. Their participation is crucial for any global framework to gain traction. Without buy-in from these key players, a UN convention risks becoming a non-binding declaration with limited real-world impact on AI safety by 2027.
