Singapore to Introduce IPO Guides for Retail Investors
Singapore's Monetary Authority (MAS) is supporting the Securities Investors Association (Singapore) (SIAS) to develop guides that simplify Initial Public Offering (IPO) information for retail investors. Announced by MAS Deputy Chairman Chee Hong Tat on October 21, the initiative aims to make complex public offer documents more accessible while highlighting key areas for investor examination.
Singapore is implementing several measures to enhance its stock market, focusing on attracting more listings and improving liquidity. A core part of this strategy involves making IPOs more transparent for retail investors. The new guides, developed with SIAS, will distil essential information from extensive public offer documents, aiming to equip individual investors with clearer insights into potential investments without providing specific recommendations.
Beyond simplified guides, the MAS is also reviewing regulations to encourage more independent research on IPOs, supported by an enhanced Grant for Equity Market Singapore (GEMS) Research scheme. This additional funding, enhanced in 2025, could foster a broader range of analyses for investors to consider. Such efforts collectively aim to provide a more informed environment for retail participation in new listings.
The regulatory framework is also shifting to streamline market operations. By January 2027, MAS and SGX RegCo aim to consolidate listing review functions under SGX RegCo, creating a single regulatory point for IPO applicants. These changes coincide with increased market activity, with average daily trading volumes exceeding S$2 billion, up over 40 percent from 2025, and 10 new listings recorded by Singapore Exchange as of August 2026, raising about S$1.4 billion.
