Senators seek BIR pause on registration badge over privacy concerns

Philippine senators Bam Aquino and Pia Cayetano have urged the Bureau of Internal Revenue (BIR) to defer its Registration Seal Badge requirement, citing data privacy concerns from online sellers and digital content creators. The requirement, under Revenue Memorandum Circular No. 38-2026, aims to limit public exposure of tax information, with a compliance deadline of October 31, 2026.

The BIR Registration Seal Badge was introduced to allow online businesses and individuals, including freelancers and content creators, to display proof of registration without publicly exposing sensitive tax details found on a full Certificate of Registration (COR). The badge's stated purpose is to replace the online display of the COR, which contains more extensive tax information, thereby aiming to enhance privacy for registrants.

However, Senator Pia Cayetano reported that online sellers and digital content creators are concerned that the badge's embedded QR code could expose personal information, specifically their full legal names. This creates a reported tension where a measure designed to limit public exposure of sensitive tax data may, through its verification mechanism, inadvertently introduce a new privacy vulnerability.

With the October 31, 2026 compliance deadline imminent, Senator Aquino has called for a deferral to allow authorities to review these complaints. Senator Cayetano has also brought the issue to the National Privacy Commission (NPC), highlighting the perceived need to balance tax compliance with individual data protection. Generating the badge is free, although updating registration details online incurs a P30 documentary stamp tax.
