PIDS: AI investments must be matched by skills, data systems, governance
The Philippine Institute for Development Studies (PIDS) states that investments in artificial intelligence and other emerging technologies in the Philippines must be matched by spending on skills development, robust data systems, and effective governance. PIDS argues that technology alone will not drive sustained economic gains without strong institutions to coordinate, implement, and evaluate digital initiatives. This perspective was highlighted during the kickoff press conference for the 24th Development Policy Research Month, which focuses on building strong institutions and unlocking human capital potential. The state think tank’s findings are detailed in its paper, “Reshaping Economic Institutions for Transformational Partnerships in Human Capital Development,” which examines why past reforms in human capital have not consistently translated into productivity improvements.
The Philippine Institute for Development Studies (PIDS) is urging the Philippines to prioritize institutional reforms alongside AI investments. The core argument is that simply acquiring new technology will not yield economic transformation without a concerted effort to develop human capital, create reliable data systems, and establish sound governance. This reflects a common challenge in many developing Asian economies where technology adoption often outpaces the foundational support needed for its effective use. The PIDS paper, “Reshaping Economic Institutions for Transformational Partnerships in Human Capital Development,” points to fragmented programs, uneven implementation, short policy horizons, and weak government commitment as key institutional problems. For the Philippines, this means that the success of its digital transformation hinges on addressing these systemic weaknesses, rather than just increasing tech spending. The Development Policy Research Month will further explore how institutional reforms can improve returns on investments in people and technology.
