Official Fined for AI Images Faking Romance With Subordinate
A Seoul district official has been fined 6 million won (approximately USD 4,350) for using generative AI to create fake romantic images with a subordinate. The 53-year-old Guro District Office employee, surnamed A, downloaded the female subordinate's photo from an organizational chart and posted the AI-generated images on social media four times. Judge Nam Min-young of the Seoul Southern District Court imposed a 5 million won fine for violating sexual crimes law related to falsified images and 1 million won for defamation. The official admitted to producing the images but denied sexual intent, an argument the court rejected, citing the images and his own statements to investigators.
This case from Seoul's Guro District Office highlights a critical emerging challenge for workplaces across Asia as AI tools become more accessible. The 6 million won fine against a public official for using generative AI to create and share fake romantic images with a subordinate underscores the legal and ethical risks associated with AI misuse in professional settings. While the official denied sexual intent, the court's finding of guilt, based on the nature of the images and the official's own admissions, sets a precedent for how such cases may be prosecuted. The incident reflects the urgent need for clear corporate and governmental policies regarding AI use, particularly concerning image manipulation and personal data. As AI capabilities advance, companies and public institutions in South Korea and other Asian markets must proactively establish guidelines and training to prevent similar abuses. The court's emphasis on the specific context of the falsified image, rather than just explicit content, suggests a broader interpretation of harm that organizations should consider in their AI governance frameworks.
