Manila solon seeks funding for drones, satellite surveillance in PH waters
Manila Representative Rolando Valeriano has advocated for increased investment in drones and satellite surveillance to bolster the Philippines' maritime security. He urged the Senate to prioritize funding for these technologies in the 2027 national budget to detect intrusions, protect fishermen, and monitor critical infrastructure amid tensions in the West Philippine Sea.
Valeriano's proposal emphasizes a shift towards technology-driven surveillance, specifically aerial, surface, and underwater drones, alongside satellite monitoring. This approach aims to address the challenge of monitoring the Philippines' extensive coastline and maritime zones, recognizing that traditional methods may be insufficient for comprehensive coverage.
The lawmaker highlighted the practical applications of these technologies, including detecting maritime intrusions, documenting hostile actions, safeguarding Filipino fishermen, and overseeing critical infrastructure like undersea communications cables. This focus on actionable intelligence suggests an intent to move beyond passive observation to more effective enforcement and protection of sovereign rights.
While Valeriano also raised the possibility of reviewing the use of water cannons, a measure previously ruled out by President Ferdinand Marcos Jr. in May 2024 due to escalation risks, his primary emphasis remains on enhanced surveillance. He argued that improved visibility and intelligence are foundational for any subsequent response, ensuring that actions are firm, measured, and backed by clear information rather than solely focusing on a specific tactical tool.
The call for clear performance targets and safeguards against wasteful spending suggests an awareness of the financial implications and the need for accountability in such investments. This indicates a desire for not just acquiring technology, but ensuring its effective and responsible deployment to genuinely strengthen maritime defense.
