Japan to Launch White-Hat Hacker Team to Counter Cyberattacks

Japan will establish a white-hat hacker team in November to proactively counter cyberattacks, Minister of Economy, Trade and Industry Ryosei Akazawa announced on October 23. Operating under the Information-technology Promotion Agency (IPA), the team will assess systems for vulnerabilities and develop countermeasures, amid a rise in cyber incidents and specific warnings about AI's role in attacks.

Japan's new white-hat hacker team aims to shift the country's cybersecurity posture towards proactive defense. Minister Ryosei Akazawa indicated the team, composed of experts in both offensive and defensive techniques, will regularly audit the systems of companies and organizations. This initiative suggests a recognition that simply reacting to breaches is insufficient against evolving threats, particularly after a recent vulnerability was identified in the widely used PHP programming language.

The team's mandate to "assess systems for security vulnerabilities" and "develop countermeasures" highlights a strategy to identify weaknesses before they are exploited by malicious actors. By simulating attacks, these ethical hackers can provide insights into potential entry points and help fortify defenses. This approach acknowledges that effective cybersecurity often requires an understanding of attacker methodologies.

A key driver for this new team is the growing concern over the use of artificial intelligence in cyberattacks. Minister Akazawa explicitly warned that "Attackers may be using AI to identify vulnerabilities across a wide range of systems." In response, he stressed the need for defenders to also "harness AI to stay ahead of emerging threats," indicating the new team's work will likely involve integrating AI tools into its defensive strategies.
