India Plans EV Charging and Battery-Swapping Stations on Panchayat Land to Expand Rural Electric Mobility
India's Ministry of Panchayati Raj and Convergence Energy Services Limited (CESL) have signed a Memorandum of Understanding to establish electric vehicle charging and battery-swapping stations. This initiative, signed on October 30, 2026, aims to expand EV infrastructure into rural and semi-urban areas across the country, utilizing suitable Panchayat land and creating potential revenue for local bodies.
The agreement establishes a framework for deploying electric vehicle charging and battery-swapping facilities on land administered by Gram, Block, and District Panchayats. This move seeks to extend EV infrastructure beyond urban centers, supporting various vehicle types from two-wheelers to heavy-duty vehicles, and addressing the availability of charging options in regions less served by existing networks.
Local Panchayats are integral to the initiative, with the Ministry of Panchayati Raj facilitating coordination with State Panchayati Raj Departments to identify appropriate sites. These potential locations include Panchayat premises and land situated along national and state highways. This involvement positions local bodies as key partners in providing physical locations and administrative oversight for infrastructure rollout.
Beyond site provision, the initiative aims to strengthen the financial sustainability of Panchayats by enabling productive use of their land, thereby creating opportunities for additional revenue. While local bodies contribute land and administrative support, CESL, a subsidiary of Energy Efficiency Services Limited, will undertake the technical and operational responsibilities, including demand assessment, equipment supply, installation, and ongoing management.
