Anthropic pitches AI safety bill to lawmakers
Anthropic has submitted a draft bill to US lawmakers proposing regulations for artificial intelligence safety and security. The proposal suggests the government could block AI models if they imminently risk causing over 50 deaths or injuries, or more than US$1 billion in damages, particularly from biological weapons, AI going beyond human control, or cyberattacks.
Anthropic's proposal outlines specific triggers for government intervention, focusing on high-impact, immediate risks. The emphasis on biological weapons, AI autonomy, and cyberattacks suggests a concern with catastrophic but low-probability events, rather than the more common ethical or bias issues that often dominate AI regulation discussions. This framing could influence how lawmakers prioritize different facets of AI safety.
The bill mandates testing, public sharing of findings, and independent evaluations. These requirements aim to establish transparency and external oversight, potentially shifting some of the burden of proof for safety from regulators to AI developers. Such measures could foster greater public trust, but they also introduce new compliance costs and potential intellectual property concerns for companies.
Anthropic's advocacy for these policies, which align with its Advanced AI Framework, indicates a proactive stance from a major AI developer in shaping future regulation. While the company declined to comment on the proposal's reception, its engagement highlights a growing trend of AI firms participating directly in legislative debates, possibly to influence outcomes that balance innovation with perceived risks.
