10 AI, biotech firms in Northern Metropolis to get early cross-border data access
Hong Kong will grant 10 AI and biotech firms early access to cross-border data flows. This pilot scheme targets companies in the Hong Kong-Shenzhen Innovation and Technology Park. These firms gain an advantage over the roughly 100 other companies in the hub. Chief Executive John Lee announced the plan during his final policy address.
Hong Kong's plan to grant early data access to 10 firms is a limited step. The "white list" for 1,000 workers by mid-next year also reflects slow progress. This initiative mainly benefits a small fraction of the 100+ firms in the Hong Kong-Shenzhen park. Broader data flow liberalization remains elusive for most companies.
The early data access offers a competitive edge to the selected AI and biotech firms in Hong Kong. It does not address the wider data transfer challenges faced by companies operating across the Greater Bay Area. Shenzhen's tech sector, for example, will see little immediate benefit from this narrow pilot. The real test is expanding access beyond a select few.
The thing to watch is the expansion of this pilot. If the scheme remains limited to 10 companies, its impact on Hong Kong's tech competitiveness will be minimal. A broader rollout of data and personnel white lists is necessary to attract more than the current 100 firms to the Northern Metropolis.
