‘Neither feasible nor desirable’: Why AI slowdown debate looks different in India
India is prioritizing the widespread adoption of artificial intelligence across its economy, rather than focusing on developing frontier AI models, according to analysts and government sources. This approach positions India differently from countries and companies advocating for a slowdown in advanced AI development, with a focus on practical applications like farm robots and diagnostic tools.
The core distinction in India's AI strategy, as described by analysts, is a focus on diffusion rather than pushing the technological frontier. While global debates center on the existential risks of powerful AI, India's immediate concern is harnessing AI for productivity and development. This involves integrating existing AI capabilities into sectors like agriculture, education, and public services, where adoption remains uneven, rather than creating new, more advanced models domestically.
This emphasis on adoption is rooted in the belief that for much of India's workforce, the risk lies in insufficient access to AI tools, not in their over-proliferation. India currently imports most of its frontier AI capabilities, relying on models developed by foreign companies. While homegrown initiatives like Sarvam AI and BharatGen exist, they are not yet at the scale of leading global systems. This means India is not directly contributing to the "frontier models" that are the subject of international slowdown calls.
Consequently, India's Ministry of Electronics and Information Technology sees no reason to pause its AI research, as its focus is on applications and models tailored to Indian needs. However, accelerating adoption will require the government to better monitor job transformation and establish clear guardrails for high-stakes AI uses, indicating an awareness of the societal consequences even with a different strategic focus.
