Laos aims for 30% EV adoption by 2030
Laos aims for electric vehicles (EVs) to constitute 30% of all vehicles by 2030, driven by goals to enhance economic stability and reduce fuel import costs. This initiative includes expanding charging infrastructure, with 43 licensed operators and 200 charging points established, and promoting financial incentives for EV purchases.
The Lao government's 30% EV adoption target by 2030 is supported by recent import trends. In the first eight months of 2026, fully electric vehicles saw a 107% year-on-year increase, while hybrid vehicles rose by 114%. Together, new-energy vehicles accounted for 29.7% of total vehicle imports during this period, indicating a substantial shift in the vehicle market.
The plan addresses the necessary infrastructure for this transition, with a goal of establishing 1,307 public charging stations. Electricite du Laos has also studied a proposal to reduce average electricity rates for charging stations by 10% compared to standard commercial rates, alongside developing a time-of-use pricing system to offer lower rates during off-peak hours.
Financial and educational measures are also in place to support the initiative. The Lao central bank is promoting banking systems for vehicle purchases and has issued green bonds as a pilot. Commercial banks are being encouraged to provide preferential interest rates and longer repayment periods for EV loans. Additionally, a vocational training curriculum for EV repair has been approved, with a dedicated technical training center established.
Beyond consumer adoption, the government plans to transition its own administrative and official vehicles to fully electric models. It also intends to encourage freight and passenger transport operators to adopt EVs. These efforts aim to foster a broader EV ecosystem by influencing both public and commercial fleets.
