K-DATA’s AI Pact with Kenya’s ICT Authority Opens Doors for Korean Data Firms

The Korea Data Agency (K-DATA) and Kenya’s ICT Authority (ICTA) signed a memorandum of understanding on October 21 to cooperate on data and artificial intelligence. The agreement aims to connect Korea’s experience in supporting the data industry with Kenya’s digital transformation needs, establishing a basis for industrial innovation and public service improvements.

The agreement outlines cooperation across areas such as developing a data ecosystem for AI, facilitating data use and exchange, and ensuring trusted data governance. It also covers data quality, security, professional training, and joint pilot projects. These broad areas suggest multiple avenues through which Korean firms, with their specialized knowledge and technology, could contribute.

K-DATA plans to draw on its experience with domestic initiatives, including data vouchers, its data problem-solving bank, and data safe zones, to develop cooperation projects in Kenya. Should these support mechanisms be adapted for the Kenyan context, Korean data companies with expertise in similar solutions or data management frameworks could find opportunities to participate in their implementation.

K-DATA President Yang Jae-soo stated that the agreement would "expand opportunities for Korean data companies to cooperate overseas." The potential for joint projects to be linked to external financing, including World Bank funding and official development assistance (ODA), indicates a pathway for funded engagements that could involve Korean firms. The agreement also establishes a joint committee to define annual implementation plans and priority areas, which will further shape specific project involvements.
