Japan to Devise Action Plan for High-Performance AI by Year-End
Japan’s government plans to finalize an action plan by year-end to accelerate the introduction and adoption of high-performance artificial intelligence across society. Prime Minister Sanae Takaichi is expected to announce these plans, which include the AI transformation (AX) initiative focused on using “trustworthy AI” to reshape industry structures.
The Japanese government’s intention to formalize a national AI action plan by year-end signals a structured approach to integrating advanced AI into its economy and society. This initiative, dubbed AX, aims to leverage "trustworthy AI" as a foundational element across 17 strategic fields, including semiconductors. The emphasis on an action plan suggests a move beyond conceptual discussions to concrete implementation steps, as Prime Minister Takaichi was expected to instruct relevant ministers to take specific measures.
A key component of the AX strategy involves substantial financial backing. The government intends to formulate large-scale budgets over multiple fiscal years under the stronger and more prosperous Japan investment framework, which is planned to be launched through the fiscal 2027 budget. This long-term budgetary commitment, coupled with efforts to encourage private sector investment, indicates a recognition that widespread AI adoption requires significant, sustained capital. The government also expected to unveil plans to implement regulatory reforms and institutional changes to facilitate the strategy's rollout.
The establishment of a consultative body, led by Deputy Chief Cabinet Secretary Masanao Ozaki and involving key ministries, to address labor shortages in the construction sector through AI, illustrates a practical application of the broader AX goals. This targeted approach to a specific industry challenge, with a policy package expected by year-end, suggests an immediate focus on tangible outcomes, providing an early test case for the wider AI transformation strategy.
