Digital wallet abuse up as scam tactics change
Digital wallet abuse in the Philippines more than doubled in the past year, reaching 73% of reported scam incidents, according to the Global Anti-Scam Alliance (GASA), Mastercard, and Gogolook. This surge coincides with a sharp decline in bank transfer fraud, which fell to 12% from 36% in 2025.
The GASA report indicates a significant shift in scammer tactics, moving away from bank transfers towards digital wallets. This change suggests that increased controls and intelligence initiatives, such as the Anti-Financial Account Scamming Act and Mastercard Trace, may have effectively deterred fraud in traditional banking channels. However, the concurrent rise in digital wallet abuse illustrates how stronger security in one area can prompt criminals to seek less-protected alternatives within the financial system.
The findings highlight a critical challenge for the Philippines' digital transformation, particularly given its higher rate of e-wallet usage compared to other regional countries. While digital services are increasingly integral for daily life, the prevalence of scams, with an estimated annual loss of P121.8 billion, directly erodes public trust. This erosion of trust, affecting 82% of victims' confidence in digital tools, could impede further adoption and broader digital economy growth.
The report's detail that 88% of scam attempts occurred on direct-message platforms, with many approaches via instant messaging and social media, underscores that cybersecurity is not solely a technical problem. Even with 58% of Filipino adults confident in identifying scams, 60% of those encountering one still interacted, suggesting a need for more accessible anti-scam tools for both businesses and consumers to verify communications and identify suspicious links.
