Decentralisation must not lead to fragmented responsibility: NA President
Vietnam's National Assembly President Tran Thanh Man called for clear responsibility in decentralization efforts. He stated agencies managing personnel must bear primary assessment and performance responsibility. The Ho Chi Minh City Party Committee's advisory bodies should strengthen guidance and supervision. Prime Minister Pham Minh Chinh also urged ministries to complete apparatus restructuring by October, supporting management reform and stronger decentralization.
Vietnam's push for decentralization is not a simple delegation of power. It is a complex reform aimed at clarifying accountability. The National Assembly President's insistence on primary responsibility for personnel assessment directly addresses a common pitfall of decentralization. Without clear lines, fragmented authority can lead to reduced efficiency, not improved governance.
For Vietnam's tech sector, this means a more predictable regulatory environment for startups. Clearer agency responsibilities can streamline permit processes and reduce bureaucratic hurdles. Ho Chi Minh City, a major tech hub, stands to benefit if its Party Committee's advisory bodies effectively implement early risk warnings. This could accelerate local tech initiatives and attract more foreign direct investment.
The critical test for this reform is the October deadline for ministries to complete apparatus restructuring. Failure to meet this target will signal continued bureaucratic inertia. Success, however, will show Vietnam's commitment to modernizing its governance, a key factor for sustained tech growth in the region.
