The BSP's "Governance Principles for Artificial Intelligence in Financial Services," issued in June 2026 and anchored on STARS principles (Sustainability, Transparency, Accountability, Responsibility, and Security), provides a framework for managing risks associated with cloud infrastructure, third-party providers, algorithmic bias, and dependence on shared platforms. Ala's message, "Technology can be outsourced. Accountability cannot," reinforces that responsibility for risk and customer protection remains with the financial institution.

    The discussions underscored that innovation should aim to reduce barriers, lower costs, improve service delivery, and strengthen consumer protection, especially for underserved communities. BSP Deputy Governor Bernadette Romulo-Puyat urged rural banks and microfinance institutions to leverage technology not only to expand financial access but also to improve the financial well-being of Filipinos, reinforcing trusted relationships rather than replacing them.
