USA, South Korea targeting six AP1000 and two APR1400 units
The US Department of Commerce has outlined a USD120 billion framework agreement with South Korea for the construction of eight new nuclear reactor units in the USA. The plan includes six Westinghouse AP1000 units and two APR1400 units, as part of the 'Project Power' scheme to meet the US president's goal of having 10 large reactors under construction by 2030.
The framework allocates USD100 billion for construction costs and USD20 billion for contingency reserves. A USD10 billion advance payment is intended by the end of the year to facilitate the immediate purchase of long-lead items. While the locations of these units remain unspecified, the financial structure indicates a significant upfront commitment to accelerate the project timeline.
A key component of the agreement is a one-time waiver under a 2025 intellectual property dispute settlement between Westinghouse and Korea Electric Power Corporation/Korea Hydro & Nuclear Power Co., Ltd. This waiver will permit the construction of up to two APR1400 reactors in the US. Westinghouse anticipates approximately USD2 billion in value per APR1400 reactor through a combination of intellectual property licensing, engineering services, and long-term fuel fabrication.
The announcement also mentions a "significant minority equity investment" in Westinghouse by unnamed Korean companies. Cameco, a 49% owner of Westinghouse, stated that this potential equity participation is not expected to affect its ownership interest. This indicates an intention for deeper Korean involvement in Westinghouse, aligning South Korean supply chain capabilities with US technological expertise in the global nuclear power market.
