Thailand’s AI Policy: What the Government Is Building

Thailand's National AI Strategy, approved in 2022, is less about a single law and more about a coordinated build-out. The plan targets 30,000 AI talents and 600 agencies using AI. This reflects a clear government ambition to integrate AI across public and private sectors. The strategy's five pillars link governance, infrastructure, human capability, research, and adoption, showing a holistic approach to AI development.

The split leadership between the Ministry of Higher Education, Science, Research and Innovation (MHESI) and the Ministry of Digital Economy and Society (MDES) is notable. MHESI drives research and expertise, while MDES focuses on broader digital policy. This division of labor could accelerate progress by allowing specialized focus. However, it also demands strong coordination from the National AI Committee to prevent silos or conflicting priorities.

The real test for Thailand is converting these national targets into funded programs and working services. The Government Data Center and Cloud Service (GDCC) already supports over 4,000 government systems by August 2026. This shows tangible progress on infrastructure. The thing to watch is how quickly the National Cloud expands and if it can meet the data needs for Thai-language AI models.
