OpenAI, Anthropic face first safety hearing, SpaceXAI gets subpoena
Anthropic, OpenAI, Google and Meta have agreed to testify under oath at an October 5 AI safety hearing, the New York City Council announced. Speaker Julie Menin issued a subpoena to SpaceXAI after it did not respond. The hearing will examine proposed safeguards, including whistleblower incentives and independent third-party validation.
The immediate result is attendance. The New York City Council says OpenAI, Anthropic and Google agreed to appear after subpoena threats, while Meta had already confirmed. SpaceXAI received a subpoena after it did not respond. Those are different procedural positions, not findings about the safety of each company’s products.
Testimony under oath gives councillors a setting to ask questions and seek explanations. It does not establish in advance what those explanations will reveal. The hearing is scheduled for October 5, so an assessment of its evidence must wait for the evidence itself.
The proposals explain why that evidence matters. Whistleblower incentives concern how problems come to light. A private right of action concerns the ability of people harmed by AI agents to seek redress. Independent validation concerns who checks a developer’s claims. These address different parts of accountability rather than offering a single definition of safe AI.
None of those proposals is an enacted requirement in this announcement. Nor does the Council’s action establish that other jurisdictions will follow. Its immediate significance is narrower and tangible: major developers are being brought into a public process to answer questions about safeguards, while lawmakers consider what powers and remedies they need.
