Korea to Gather 100 Citizens to Debate AI Fake News Rules

South Korea's government will convene 100 citizens in Seoul on November 12 to discuss rules on AI-generated fake news, with plans to use their input to shape future AI policy. The Ministry of Science and ICT and the National AI Strategy Committee will host the forum, examining how AI affects democracy.

The Public Deliberation Forum on AI Issues will specifically address AI-generated content that occupies a "gray area" between creative freedom and clear intent to deceive. This includes realistic satirical videos featuring real people and synthetic content that lacks any indication of AI creation. The discussions aim to inform potential regulatory changes, including expanding the range of material subject to mandatory AI labeling.

Under the current AI Framework Act, deepfake content must carry a notice or label indicating its AI origin. For artistic or creative works, the law allows this label to be displayed in a way that does not interfere with the viewing experience. The obligation to disclose AI production currently falls only on AI businesses, though fines for violations have been suspended until at least January 22 next year to mitigate industry confusion.

Beyond labeling, the forum will also consider the responsibilities assigned to AI developers and content distribution platforms. President Lee Jae-myung has separately called for a stronger response to fake news, including AI-generated varieties, citing its potential for extensive social harm. The government launched a public participation platform, Modu AI, last month to support these policy efforts.
