Data Centers in the Asia-Pacific
Australia announced plans for a national regulatory framework for data centers, requiring large-scale operators to fund their own power generation and grid connections. Operators will also need to meet mandatory energy efficiency and water conservation standards, according to Prime Minister Anthony Albanese on July 15, 2026. This initiative follows growing community concerns about resource strain.
The Asia-Pacific region is experiencing a data center buildout that has intensified resource consumption concerns, particularly regarding water and energy. Hyperscale facilities often draw millions of liters of water daily in areas already facing scarcity, while energy demand strains grids and risks increased reliance on fossil fuels despite decarbonization targets. These pressures create friction with local communities.
Australia's proposed National Framework addresses these issues by shifting the burden of infrastructure costs to data center operators. By requiring them to become "net-generators" of power, the policy aims to ensure that the digital infrastructure growth does not disproportionately impact existing energy and water supplies for local populations. This approach seeks to internalize some of the external costs associated with large-scale data operations.
The move in Australia reflects a broader trend of increasing regulatory scrutiny across Asia, as protest activity spreads from established markets like South Korea to newer ones including Japan, Malaysia, Indonesia, and India. The core grievance is that the benefits of data centers, such as tax revenue and jobs, are often national, while the environmental and social costs are concentrated locally. This imbalance is prompting politicians to consider regulations aimed at controlling data center resource consumption.
