India targets 1 lakh more semiconductor engineers under Semicon 2.0: Vaishnaw
India has launched Semicon 2.0, a program aimed at developing an additional 100,000 semiconductor engineers. Electronics and IT Minister Ashwini Vaishnaw stated the initiative will build an end-to-end semiconductor ecosystem, covering design, manufacturing, equipment, materials, advanced packaging, and R&D. The government has already met its previous goal of 85,000 semiconductor engineers ahead of schedule and expanded design programs to 355 universities. This push comes as major economies like the US, EU, Japan, South Korea, Singapore, China, and Taiwan have announced substantial fiscal support packages for their domestic semiconductor industries, with India seeking to become a critical part of global supply chains. The program prioritizes around 100 chips across six categories for development, catering to sectors such as aviation, transportation, and consumer electronics.
India's Semicon 2.0 program, targeting 100,000 new semiconductor engineers, underscores a significant national push to localize the entire chip value chain. This initiative extends beyond manufacturing to include design, advanced packaging, and R&D, reflecting a comprehensive strategy to reduce reliance on global supply chains and foster domestic innovation. The rapid achievement of the prior 85,000-engineer target in four years, instead of ten, suggests strong execution capability and a deep talent pool, particularly with design programs now spanning 355 universities. This expansion into tier-2 and tier-3 cities is critical for broad-based skill development. The government's focus on 100 prioritized chips for key sectors like aviation and consumer electronics shows a targeted approach to building specific capabilities. While the ambition is clear, the challenge lies in scaling high-quality manufacturing and R&D to compete with established global players, many of whom have committed far larger fiscal packages, such as China's cumulative USD 150 billion in semiconductor fund support since 2014. The real test for India will be converting this talent pipeline into commercially viable, large-scale production and advanced technological breakthroughs. The 12 approved manufacturing projects, with three already in commercial production by 2026, offer an early gauge of this progress.
