Lawmakers cited unresolved issues with Meta, Facebook's parent company. Concerns include Meta's handling of online child sexual abuse, illegal online gambling, and cyberbullying. The DICT stated Meta falls short of its responsibility to youth safety, unlike other platforms.
The DICT's budget deferral over Meta's child safety failures represents a direct regulatory challenge to a major platform's operational practices in an Asian market. The Philippines' House of Representatives has used its oversight power to compel action, specifically citing online sexual abuse and exploitation of children (OSAEC) as a primary concern.
This move puts Meta on notice in Southeast Asia. Other regional regulators are watching. The DICT explicitly called out Meta's lack of "meaningful cooperation" compared to other technology platforms. This signals a tougher stance on platform accountability across the region, especially for content moderation and user safety.
The test for Meta is whether it can introduce "measurable safeguards" and transparently cooperate with Philippine authorities. Its response will set a precedent for how major platforms engage with national governments on content governance. The protection of children is non-negotiable for the DICT, and this budget freeze shows they will act on that principle.
