OpenAI wants to win over data-center opponents by calling them ‘compute campuses’ and promising local benefits
OpenAI has rebranded its data centers as “compute campuses” and introduced a “National Community Compact” to address local opposition, according to Fortune. The compact pledges commitments such as paying energy costs and allowing resident input on future site construction. This initiative follows recent US voter actions that largely rejected or restricted data center developments across 10 states.
OpenAI's new strategy aims to mitigate community resistance to its data centers, which are fundamental to its operational scale. The company defines “compute campuses” as facilities that can generate demand for skilled workers and local suppliers, extending their economic role beyond the physical buildings. This rebrand and compact come after significant voter backlash against data center proposals, which OpenAI's Chief Global Affairs Officer Chris Lehane linked to broader concerns about affordability and corporate power.
The “National Community Compact” outlines specific commitments, including publishing construction plans, commissioning independent noise studies, and reporting water and electricity usage. OpenAI also pledges to cover electricity and infrastructure costs for its sites. The company states it will not require public officials to sign non-disclosure agreements, allowing narrow protections only for security or trade secrets.
However, the effectiveness of this rebranding is met with skepticism. Brand strategist Allen Adamson told Fortune that renaming alone is unlikely to solve the problem, questioning whether “campus” accurately reflects facilities housing servers rather than human-centric research. Republican strategist Brendan Steinhauser suggested the new terminology might initially confuse residents without changing their fundamental perception of these facilities as large, resource-intensive structures.
