MAS to Finalise AI Risk Guidelines Covering Agentic AI
The Monetary Authority of Singapore (MAS) is nearing the finalization of its AI risk management guidelines, which will encompass agentic AI and other AI applications within financial institutions. These proposed guidelines, initially published for consultation in November 2025, outline expectations for board and senior management oversight, robust risk management frameworks, and controls throughout the AI lifecycle. MAS Chairman Gan Kim Yong emphasized a principles-based approach, allowing financial institutions to apply risk management practices proportionately as AI technology evolves. The regulator has also collaborated with the industry on practical implementation tools, including the AI Risk Management Toolkit developed under Project MindForge and the Safeguards for Agentic Finance at Runtime (SAFR) framework.
MAS’s move to finalize AI risk guidelines, particularly those addressing agentic AI, signals a proactive and sophisticated regulatory stance within Asia's financial technology landscape. By focusing on board oversight, risk frameworks, and lifecycle controls, Singapore is positioning itself as a leader in responsible AI adoption, which could attract further innovation and investment in its fintech sector. The collaborative approach, exemplified by Project MindForge and the SAFR framework, demonstrates a pragmatic understanding that effective regulation requires industry partnership, fostering a more robust and resilient ecosystem.
This development is crucial for the broader Asian tech ecosystem as it sets a precedent for how advanced AI, especially autonomous agents, can be integrated into critical financial services with appropriate safeguards. While MAS has not committed to making SAFR mandatory, its development and promotion indicate a clear direction towards enhanced governance for AI-driven decision-making. This measured yet forward-thinking approach could influence other regional regulators as they grapple with similar challenges, potentially leading to a more harmonized and secure AI-driven financial future across Asia.
