AI Reads Rival Vessels' Intent With 90% Accuracy, China Coast Guard Study Says
A study by the China Coast Guard Academy found that using artificial intelligence in disputed maritime zones could reduce the chance of weapons use to 0%, down from 0.3% under existing command systems. The research, published in the Chinese journal Command Control and Simulation, simulated "gray zone" confrontations where Chinese coast guard vessels protected fishing boats from foreign ships. The AI system accurately judged the intent of approaching vessels 89.6% of the time, a significant improvement over the 68.5% accuracy of current systems. This AI approach combines radar tracks and sensor data with causal analysis to assess probabilities of vessel intent, such as navigation, probing, or collision attempts.
The China Coast Guard Academy's study points to a tangible improvement in de-escalation tactics through AI, specifically reducing the use of lethal force in disputed waters to zero in simulations. This is not merely about automation; it reflects a shift from rigid rule-based responses to a more nuanced, probabilistic understanding of adversary intent. The AI system's 89.6% accuracy in judging intent, compared to 68.5% for current methods, suggests a potential for more controlled responses like water cannons over firearms. For Asia, this development highlights the ongoing integration of AI into national security frameworks, particularly in contested maritime regions like the South China Sea. While the study emphasizes AI as a decision-support tool rather than a full replacement for human command, the capability to model "rational and flexible adversaries" could reshape how maritime forces interact. The thing to watch is how these AI systems evolve from simulation to real-world deployment and how other regional powers respond with their own AI-driven defense strategies.
